Phillip Swagel is Professor in International Economic Policy at the Maryland School of Public Policy and non-resident scholar at the American Enterprise Institute. He was assistant secretary for economic policy at the Treasury Department from 2006 to 2009 and has served as chief of staff and senior economist at the White House Council of Economic Advisers, and as an economist at the Federal Reserve Board and the International Monetary Fund. He has taught at Northwestern University and at the University of Chicago‚Äôs Booth School of Business. He received a bachelor’s degree in economics from Princeton University in 1987 and a PhD in economics from Harvard University in 1993.
