Title:  "Employment in the 1990's Boom: Implications for 2007 and Beyond."

In a recent paper in the Review of Economics and Statistics (May 2006), Harry Holzer and coauthors (Steven Raphael and Michael Stoll) pool employer survey data over the period 1992-2001 to analyze employer hiring behavior and outcomes during the 1990's boom. They find that employer willingness to hire minorities and other groups of less-educated or less-experienced workers rose during the boom, and wages also grew for these groups. Employers shifted away from very general employment screens, like having a high school diploma, towards more specific tests and background checks that became less costly during that time period. The implications of these developments for the labor market over the coming years, in both the short and long terms, will be discussed.
